Job Description:

Responsibilities

This Research Scientist IV is a critical role within the Bureau of HIV/AIDS Epidemiology, Division of Epidemiology, Evaluation, and Partner Services. The incumbent will oversee and conduct core HIV surveillance activities that are foundational to understanding the HIV epidemic in NYS, including HIV care outcomes. Surveillance data are also foundational to funding decisions and HIV prevention activities within NYS. The work is collaborative in nature involving partners within the NYS Department of Health internal and external to the AIDS Institute, the New York City Department of Health and Mental Hygiene, the Centers for Disease Control and Prevention, and clinical laboratories with HIV-related reporting obligations to the NYS Department of Health. The incumbent will ensure that core activities are conducted in a timely manner and that the data are of high quality. This is accomplished through the evaluation of surveillance processes and maintenance of up-to-date and detailed protocols. The incumbent will be a driver of progress including the development, execution, and dissemination of HIV surveillance and research data.

Minimum Qualifications

Bachelor's degree in Epidemiology, Public Health, Informatics, Biostatistics or a related field and five years of research experience; OR a master's degree in a related field and four years of research experience or a Doctorate in a related field and two years of research experience.

Preferred Qualifications

Strong background in surveillance; HIV/AIDS research, study design and execution; analysis using epidemiological principles and methodologies. At least three years of experience in supervising (i.e., primary, and secondary level supervisory experience) staff and program management. Demonstrated and excellent interpersonal, presentation, written and verbal communication skills. Experience with SAS, SQL or other statistical software, relational databases, and graphical software packages. Experience with large, population-based, and other health-related data sets (e.g., SPARCS, ECLRS, vital statistics), disease registries and working with confidential data. Experience with information technology and systems used for electronic public health reporting. Experience with GIS data analysis and data visualization.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.

Travel, up to 25% of the time, will be required.
